The Village of Wheeling is sponsoring a professional competition to
design the properties at the crossroads of
Dundee Road and Milwaukee Avenue and other parcels or locations
along
Milwaukee Avenue as parks or plazas. We envision the utilization of
water, rock, motion, nature and color. Please see the attached notes
from our last meeting.
The Park Committee of the Plan Commission has been charged with the
responsibility of reporting/recommending a process to the Commission
and
ultimately to the Village Board.
A design competition would entail retaining a professional facilitator
to work with the community to develop the design specifications, the
documents, oversee the competition, the judging of entries, and award
of
the winners. In order to reflect support for this project and this
process, the Park Committee is soliciting financial commitments from
potential co-sponsors.
We ask that you consider as generous a commitment as possible
towards
the $10,000 initial fee to retain the facilitator, and the subsequent
prize money awarded to the top three finishers
1st Place - $10,000 2nd Place - $ 5,000 3rd Place - $ 2,000

Background -The Park Committee of the Village of Wheeling's Plan
Commission met on April 18th. The following topics were discussed
and
suggestions/recommendations surfaced.
Name of Parcel - That the property at the northeast corner of
Milwaukee
Avenue and Dundee Road be called Millennium Plaza (a temporary title).
Professional Design Competition- While local planners are undoubtedly
of
high quality, the concept of a professional design competition should be
adopted.
Corridor Concept - While Millennium Plaza and other property at the
crossroads will be the core, a corridor concept should be implemented.
Parcels north & south of the Millennium Plaza should be purchased or
leased as well as incorporating the right-of-way to link parcels and
create an experiential corridor.
Design features - While extensive design criteria discussion will be
necessary, it was felt that the features should include water, rock,
motion, nature and color. The impressions to be felt could be harmony,
solidity and awe.
Themes - Could include, but not be limited to Restaurant Row, the Des
Plaines River, and Wheeling history. To be worked out in design
parameters.
Technical Experts - That Design Competition Services, Inc. who have
extensive experience with projects and competitions be retained by the
Village.
Co-Sponsors - That co-sponsors to the design competition should be
solicited to off-set the $10,000 initial costs for the technical
experts.
Project Budget - $1,000,000. Presently available from Crossroads TIF
revenues, plus land costs.
Intergovernmental Cooperation - While the Village will be the prime
sponsor and ultimately implement the winning plan, support should be
sought from:
* 1) Wheeling Park District - co-sponsor, technical expertise, park
maintenance.
* 2) Cook County Forest Preserve - use of parcel on Milwaukee
Avenue
explored.
* 3) IDOT - authorization to utilize right-of-way on Milwaukee
Avenue/Dundee Road.
Task Timeline
Process -
1 ) Plan Commission to interview Design Competition
Services (DCS) Inc.
and send recommendation to Village. 5/14
2) Village Board considers Plan Commission recommendation
5/26 or 6/1
3) Committee and DCS develop design and competition
parameters,
reporting to the Plan Commission, working with interested residents and
business. June-onwards
4) Construction/Implementation/Completion 1999
